1. Basic Program Information

 
  • Program Name: AI for Empowering Learning and Teaching Funding Programme (EDB Circular No. 221/2025)
  • Grant: One-off HK$500,000 per eligible schoolEducation Bureau
  • Source: Quality Education Fund (QEF), part of a HK$5 billion initiative香港政府新闻网
  • Eligible Applicants: Public sector primary & secondary schools:
    • Government schools
    • Aided schools (including special schools)
    • Caput schools
    • Direct Subsidy Scheme (DSS) schools
     
  • Application Period: December 16, 2025 – February 28, 2026
  • Fund Disbursement: On or before June 30, 2026
  • Fund Usage Period: Until August 31, 2028 (2025/26 – 2027/28 school years)
 

2. Core Funding Requirements (Mandatory)

 
Schools must fulfill these key obligations during the project period:
 

A. Strategic Planning

 
  • Include “Developing AI-empowered Education” in the School Development Plan / Annual School Plan.
 

B. Curriculum Implementation (The “3+6” Rule)

 
  1. Implement AI in 3+ Subjects:
    • Apply AI-assisted teaching in at least 3 different subjects.
    • For each subject, implement across 2+ grade levels.
     
  2. Develop 6+ Teaching Resources:
    • Create 6 or more AI teaching examples, lesson plans, or resource packages.
     
 

C. Capacity Building & Dissemination

 
  • Organize teacher training on AI literacy and application.
  • Hold experience-sharing sessions (within school or for other schools)Education Bureau.
  • Promote student AI literacy activities (competitions, workshops, etc.)Education Bureau.
 

3. Allowable Use of Funds

 
Funds must be used for AI education purposes onlyEducation Bureau:
 
  • Software: AI teaching platforms, AI tools, subscriptions, licensesEducation Bureau.
  • Hardware: AI robots, kits, devices, computersEducation Bureau.
  • Services: Leasing AI systems, technical supportEducation Bureau.
  • Resources: Development/purchase of AI teaching materialsEducation Bureau.
  • Activities: Student programs, competitions, teacher trainingEducation Bureau.
 

4. Application & Compliance

 
  • Application: Submit the standard application form + undertaking letter (per EDB Circular 221/2025)Education Bureau.
  • Procurement: Follow EDB procurement rules for government/aided/DSS schoolsEducation Bureau.
  • Reporting: Submit mid-term & final reports on fund usage and deliverables.
  • Audit: Funds are subject to audit by the EDB/QEF
